Follow-up to #45 (already merged). Replaces the JSON-ledger iteration with the chosen YAML ledger (44 rows, 12 required areas) and the full pytest characterization suite (61 tests incl. ledger lint). Also fixes work-item required_tests to run the pytest suite instead of unittest discover.

  • work_item/scripts/python -m unittest discover -s work_item/tests -v
  • work_item/scripts/python -m pytest tests/characterization -q

Merge the wrong-folder work into the repo: donor_ledger.yaml (44 rows, 12
required areas) and the characterization suite under tests/characterization/
(61 tests incl. ledger lint). Drop the superseded first iteration
(donor_ledger/ledger.json, test_donors/test_ledger/traceability, fixtures).

work-item: run characterization suite via pytest, not unittest 281d98bc04 
The replacement characterization suite is pytest-style (module-level
test_* functions), which unittest discover cannot collect. Point the
required_tests command at pytest so submit actually runs it.
